You cannot add a second level bulleted list or a second level numbered list in Word 2003 or in Word 2002

SYMPTOMS

Consider the following scenario. You press the TAB key to add a second level bulleted list or a second level numbered list in a document. The document is in one of the following programs:
Microsoft Office Word 2003
Microsoft Word 2002
In this scenario, the second level list that you added does not appear.

If you try different numbering schemes or rename the registry entries that are located in the List Gallery Presets registry key, the issue is not resolved.

RESOLUTION

To resolve this issue, follow these steps:
1.Start Microsoft Word.
2.Open the Word document in which you want to use a second level bulleted list or a second level numbered list.
3. On the Tools menu, click AutoCorrect options.
4. Click the AutoFormat As You Type tab.
5. In the AutoFormat As You Type tab, click to select the set left- and first-indent with tabs and backspaces check box under Automatically as you type, and then click OK.
6. Verify that the second level list appears when you press TAB.
