Error message in ISA Server 2004: "MMC encountered an error with the snap-in Microsoft ISA Server 2004"

SYMPTOMS

You click a policy in the Firewall Policy pane in Microsoft Internet Security and Acceleration (ISA) Server 2004. Then, you click the Protocols tab. In this situation, you receive the following error message:
MMC encountered an error with the snap-in Microsoft ISA Server 2004
When you click OK in response to this message, you receive the following error message:
The Operation Failed

CAUSE

This issue occurs after you upgrade the operating system of the ISA Server 2004 computer from Microsoft Windows Server 2003 to Windows Server 2003 R2.

RESOLUTION
