CAUSE

This issue occurs because Windows Defender requires certain Microsoft Windows graphics device interface (GDI+) binaries. By default, these GDI+ binaries may not be installed on a computer that is running Windows 2000.

To install Windows Defender, you must be running the current version of GDI+. The current version of GDI+ is available from the Microsoft Download Center.

Windows graphics device interface enables applications to use graphics and formatted text on the video display and on the printer. Windows-based applications do not access the graphics hardware directly. Instead, Windows graphics device interface interacts with device drivers on behalf of applications.
