FIX: The return time may be one hour ahead of the real value when you call the "localtime" function in Microsoft Visual C++ 2005

When you call the localtime function in Microsoft Visual C++ 2005, the return time may be one hour ahead of the real value. This problem occurs when the TZ environmental variable is set to JST-9.

Note This problem may occur from the first Sunday in April to the last Sunday in October.

This problem occurs because of the summer time feature in Microsoft Visual C++ 2005 Runtime Library. The _tzset function does not set the _daylight global variable and the _dstbias global variable.
