When you try to register your fingerprint with the Microsoft Fingerprint Reader, the Fingerprint Reader does not register the fingerprint.
This behavior occurs when the Fingerprint Reader is connected to a USB hub.
To work around this behavior, connect the Fingerprint Reader to the USB port on the computer.
