You use a License Server Security Group Policy setting to control license allocation. Additionally, you have more than one License Server security group in your enterprise environment. The Terminal Services License Server discovery process first enumerates all available license servers. Then, the discovery process selects a license server that is identified as a working license server. The request fails if it does not come from a server that is a member of the License Server security group.
