CAUSEThis problem occurs because the Network Service account does not have permissions on the following folder: C:\Documents and Settings\NetworkService\Application Data\Microsoft\Protect WORKAROUNDTo work around this problem, grant the Network Service account the Full Control permission on the Protect folder.
