FIX: U.S. daylight saving time changes in 2007 do not occur on the correct day on Windows CE 5.0-based devices

Windows CE 5.0 changes the time on the first or last Sunday of the month. Windows CE 5.0 does not change the time on the second or third Sunday of the month. CAUSEThis problem occurs because the Time Service in Windows CE 5.0 does not support the new U.S. time zone change. The code that reads the time zone assumes that the change occurs on the first or last Sunday of the month. However, the new U.S. time zone update occurs on the second Sunday of the month. RESOLUTIONSoftware update informationA supported software update is now available from Microsoft as Windows CE 5.0 Platform Builder Monthly Update (July 2006). You can confirm this by scrolling to the "File information" section of this article. The package file name contains the product version, date, Knowledge Base article number, and processor type.
