A Windows Server 2003 Service Pack 1-based terminal server cannot accept new incoming Terminal Service connections

SYMPTOMS

Consider the following scenario:
  • You use the tsshutdn command on a remote console session to shut down a Microsoft Windows Server 2003 Service Pack 1 (SP1)-based server that has Terminal Server enabled.
  • You cancel the shutdown operation.
In this scenario, the terminal server cannot accept new incoming Terminal Service connections. When you run the Terminal Server Administration (Tsadmin.exe) program on the terminal server and then try to reset the RDP-TCP listener, you receive an error message that resembles the following:
Access is denied
Additionally, the RDP-TCP listener is not available.

CAUSE

This problem occurs because the shutdown operation is not completed successfully.

WORKAROUND

To work around this problem, restart the terminal server.

However, if you cannot restart the terminal server, you may be able to restore connectivity at the console by recreating the RDP-TCP connection. To do this, click Start, click Run, type Tscc.msc, and then click OK.
