CAUSEThis issue occurs when the Scanstate.exe utility tries to access core operating system files during the scan process. Note The Scanstate.exe utility is included in the Microsoft Windows User State Migration Tool (USMT). RESOLUTIONTo resolve this issue, add Sysfiles.inf to the list of .inf files in the operating system deployment package.
