FIX: The Commerce Server 2007 Catalog Manager does not open and you receive an error message after you create and register a custom culture

SYMPTOMS

After you create and register a custom culture on a computer that has the Microsoft Commerce Server 2007 Catalog Manager Client installed, Catalog Manager does not open, and you receive the following error message:
System.ArgumentException was unhandled
  Message="Customized cultures cannot be passed by LCID, only by name."

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Prerequisites

You must have Commerce Server 2007 installed before you apply this hotfix.

Restart requirement

You do not have to restart your computer after you apply this hotfix. However, you must restart IIS after you apply this hotfix. To do this, click Start, click Run, type iisreset, and then click OK.

This hotfix does not replace any other hotfixes.
