Error message when you try to install a 2007 Office program: "Setup is unable to proceed"

SYMPTOMS

When you try to install a 2007 Microsoft Office program, the program is not installed. Additionally, you receive one of the following error messages, depending on the version of Microsoft Windows that you are running:

Microsoft Windows XP and Microsoft Windows XP Service Pack 1 (SP1)
Setup is unable to proceed due to the following error(s):
To install and use this product on a computer, the computer must run at least Microsoft Windows XP Service Pack 2 (SP2). To install and use this product on a server computer, the server must run at least Microsoft Windows Server 2003 Service Pack 1 (SP1).
Correct the issue(s) listed above and re-run setup.
Microsoft Windows 2000
Error
The specified program requires a newer version of Windows.
Microsoft Windows NT 4.0
Setup.exe - Entry Point Not Found
The procedure entry point CheckTokenMembership could not be located in the dynamic link library ADVAPI32.dll.
Microsoft Windows 98 or Microsoft Windows Millenium Edition
Error Starting Program - A required .DLL file, DBHHELP.DLL, was not found.
or
Error The specified program requires a newer version of Windows.

CAUSE

This issue may occur when you try to install a 2007 Office program on a computer that is running any of the following Microsoft Windows operating systems:
Microsoft Windows XP Service Pack 1 or earlier versions
Microsoft Windows Server 2003 (the original release version)
Microsoft Windows 2000 Server
Microsoft Windows NT 4.0 or earlier versions
Microsoft Windows Millennium Edition
Microsoft Windows 98 Second Edition or earlier versions
Microsoft Windows 95
Any other operating system that is not supported

RESOLUTION

To resolve this issue, install the 2007 Office program on a computer that is running one of the following Microsoft Windows operating systems:
Microsoft Windows Vista
Microsoft Windows XP Service Pack 2 or later versions
Microsoft Windows Server 2003 Service Pack 1 or later versions
