Error message when you try to view a Web page to which you added a Content By Query Web part in SharePoint Server 2007: "404 File Not Found"

SYMPTOMS

Consider the following scenario. In Microsoft Office SharePoint Server 2007, you add a Content By Query Web part to a site collection Web page. The Content By Query Web part contains a URL that points to a resource that uses the UseCopyUtil property. For example, the Content By Query Web part contains the following URL:
Server_name/sites/site_collection/_layouts/CopyUtil.aspx
In this URL, Server_name is the name of the SharePoint Server 2007 server.

In this scenario, you receive the following error message when you try to open the site collection Web page:
404 File Not Found

CAUSE

This issue occurs if the Content By Query Web part points to a non-root site collection in SharePoint Server 2007. In this case, the URL that is contained in the Web part resolves to the following URL:
http://Server_name/_layouts/CopyUtil.aspx
You expect the URL to resolve to the following URL:
http://Server_name/sites/site_collection/_layouts/CopyUtil.aspx

RESOLUTION

To resolve this issue, you must create a new root site collection. To do this, follow these steps:
  1. Click Start, point to Administrative Tools, and then click SharePoint 3.0 Central Administration.
  2. On the Central Administration page, click Application Management.
  3. On the Application Management page, click Create site collection under SharePoint Site Management.
