SYMPTOMS

You may be unable to use Windows Internet Explorer 7 or Internet Explorer 8 to download files on a computer that is running Windows Server 2003 or Windows XP. For example, after you click Save in the File Download dialog box, the file is not downloaded.

CAUSE

This problem occurs if the Japanese Input Method Editor (IME) is the default keyboard layout. This problem occurs because the Msctf.dll file sends the download command to an invalid thread.

RESOLUTION

Hotfix information

Windows Server 2003

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

WORKAROUND

To work around this problem, turn off the advanced text services feature. To do this, follow these steps:
  1. Click Start, click Run, type control international, and then click OK.
  2. Click the Languages tab, and then click Details.
  3. Click the Advanced tab, click to select the Turn off advanced text services check box, and then click OK two times.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was corrected in Windows XP Service Pack 3.
