INTRODUCTION
The August 2007 cumulative time zone update changes the time zone data to account for daylight saving time (DST) changes in several countries, as outlined in this article. This update also includes other DST-related changes, time zone-related changes, and settings-related changes. Some of these changes have occurred since the products that are listed in the "Applies to" section were originally released.
The update that this article describes is a cumulative update rollup that includes all the changes that were previously released in Microsoft Knowledge Base (KB) articles 928388 and 929120. This update also describes some additional changes that have occurred since the last cumulative update in KB articles 928388 and 931836.

Note When you apply this update, you may receive the following message:
Update cannot be installed as a newer or same time zone update has already been installed on the system.
This message indicates that you have already applied the correct update or that Windows Updates or Microsoft Update has automatically installed this update. You do not have to take any additional action.
Important This update supersedes and replaces update KB931836, released in January 2007. This update also includes additional time zone changes that were signed in to law after update KB931836 was created. If you have already deployed update KB931836, review the five specific time zone changes that are addressed in the update described by this KB article to determine whether you must deploy this update immediately. If systems are not directly affected, you can schedule deployment at the next available opportunity.
We recommend that all customers standardize on the most current Windows cumulative time zone update to guarantee the consistency of the time zone database on all systems.

How to address daylight saving time by using the Exchange Calendar Update Tool

Cumulative time zone updates contain only data that changed for a specific region or that was added to maintain parity with other operating system versions. Therefore, if a time zone key was deleted, applying the cumulative time zone update may not restore all the original values. We do not recommend or support the deletion of any registry keys that are related to time zones. On a computer on which time zone keys have been deleted, first restore the time zone keys from a known good backup, and then apply the update.
To install this update on a computer that is running Windows XP, you must have Windows XP Service Pack 2 (SP2) installed.
To install this update on a computer that is running Windows Server 2003, you must have Windows Server 2003 Service Pack 1 (SP1) or Windows Server 2003 SP2 installed on the computer.
Note This updated is not supported for Windows versions that are earlier than 2003.

Updates from the previous cumulative Windows time zone update
The following changes have been made since the previous Windows cumulative time zone update, described in KB article 931836:

Caucasus Standard Time
Changes display name to Caucasus Standard Time as cities in the previous display name have separate time zones, and removes DST settings.
•
Armenian Standard Time
Note Updates for the Caucasus time zone and the new Armenian time zone are not included in the Windows Vista RTM hotfix package for this issue. The Caucasus time zone and the Azerbaijan time zone have been separated since Windows Vista RTM, and they do not require an update. Windows Vista will receive all future updates to keep consistency in the Windows time zone registry structure.
•
New Zealand Standard Time
Adjusts DST start dates and end dates according to changes signed in to law after the prior cumulative time zone update was created (February 2007).
•
GTB Standard Time Corrects the display name for GTB Standard Time on Windows Server 2003 SP2 to include Bucharest.
•
Jordan Standard Time
Adjusts DST start times, end times, and dates according to changes signed in to law after the prior cumulative time zone update was created (February 2007).
In addition to the changes that are listed in the previous table, this update adds registry keys that store historical DST data for certain time zones. These keys are present in Windows Vista, and are included to keep parity in the Windows time zone registry structure.

Windows time zone updates for Windows XP and Windows Server 2003 include custom installation logic. This custom logic guarantees the correct installation of time zone updates and the correct state of the Windows time zone database. This custom logic also guarantees that when you uninstall the update, the time zone database returns to the DST rules that are in effect in the year 2006 across all time zones.
You can uninstall only the highest version of the cumulative update installed on the system. When you uninstall this version of the cumulative update, the time zone database reverts to the state that existed before the first update was installed. For example, if you install update 931836 in February 2007, and then you install cumulative update KB933360 in August 2007, you can uninstall only cumulative update KB933360. When you uninstall cumulative update KB933360, the time zone database will revert to the 2006 state, before any time zone updates were released. Additionally, if you install cumulative update KB933360, Windows will not let you install older cumulative updates such as KB931836 and KB928388.
If you must uninstall the update, follow these steps:
You must be logged on as an administrator or a member of the Administrators group in order to complete this procedure. For more information, visit the following Microsoft Web site:
Note If your computer is connected to a network, network policy settings might prevent you from completing this procedure.

Click Start, and then click Run
2.
Type control appwiz.cpl in the Open: text box, and then click OK. The Add or Remove Programs window opens.
3.
On the upper-right, select the Show updates check box. All installed updates appear at the top of your program list.
4.
Click the update that you want to uninstall, and then click Remove.
If you cannot uninstall the update, unfortunately this article did not resolve your problem. When you install this update on a computer that is running Windows Server 2003 with Service Pack 1, and you then install Windows Server 2003 Service Pack 2, Bucharest no longer appears in the display name of the GTB time zone. GTB Standard Time is listed as "(GMT +02:00) Athens, Beirut, Istanbul, Minsk" instead of as "(GMT +02:00) Athens, Bucharest, Istanbul." This issue will be corrected in a future update.
To work around this issue, you can use the Time Zone Editor (Tzedit.exe) to modify the display name. Or, at the command prompt, type the following command, and then press ENTER:
