In Microsoft Windows XP, you try to create a new network connection in the Network Connections item in Control Panel. However, the Create a new connection option does not appear in the Network Tasks list. Therefore, you cannot create the new network connection. This behavior occurs even if you are using a user account that is a member of the Network Configuration Operators local group.
This problem occurs if the following conditions are true:
This problem occurs because of behavior that occurs on a computer that has not joined a domain. The system does not check whether the user account is a member of the Network Configuration Operators local group before the system creates a new connection. Therefore, users who are not members of the Administrators group cannot create new network connections.
After you apply this hotfix, Windows XP checks whether a user is a member of the Network Configuration Operators local group. Then, Windows XP determines whether the user can create a new network connection.

Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing.
