You expect ISA Server to receive the packet, to drop the packet, and then to log the dropped packet in compliance with the configured log settings.
CAUSEThis issue occurs because Windows Server 2003 drops any packet that contains only an IP header. Additionally, ISA Server does not receive notification of the packet from the TCP/IP (Tcpip.sys) Windows stack.
Because ISA Server does not receive the packet, ISA Server does not log anything in this situation. APPLIES TO
