After you install certain software updates, some services do not start in Windows 2000 SP4

SYMPTOMS

After you install certain software updates on a computer that is running Microsoft Windows 2000 Service Pack 4 (SP4), the following services do not start:

COM+ Event System
Removable Storage
System Event Notification
Background Intelligent Transfer Service
Automatic Updates

Additionally, DCOM errors are logged in the System event log.

CAUSE

This problem occurs if the following conditions are true:

You have not installed Update Rollup 1 for Windows 2000 SP4.
You install software updates that are later than Update Rollup 1 for Windows 2000 SP4.

RESOLUTION

To resolve this problem, you must install the following software updates in the given order:

Windows Installer 3.1 or a later version
Bits Intelligent Transfer Service 2.0 and WinHTTP 5.1
Microsoft Data Access Components (MDAC) 2.8 Service Pack 1
Update Rollup 1 for Windows 2000 SP4

Note Update Rollup 1 for Windows 2000 SP4 must be installed manually. Update Rollup for Windows 2000 SP4 cannot be installed by using Group Policy or by using Software Update Services.
Software updates later than Update Rollup 1 for Windows 2000 SP4
