When you try to create a new MAPI form in Microsoft Office

This issue occurs if Microsoft Office 2003 Service Pack 3 (SP3) is
applied. By default, Office 2003 SP3 blocks MAPI forms that cause new executables to be downloaded and
started.

To resolve this issue, enable MAPI forms. To do this, follow
these steps.
| 1. | Click Start, click Run,
type regedit, and then click
OK. |
| 2. | Locate and then click the following registry
subkey: HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Forms\ |
| 3. | Double-click the EnableMapiForms registry entry, type
1 in the Value data text box, and then
click OK.
Note If this registry path does not exist, create a new dWord-Value registry entry, name it EnableMapiForms, and give it the value of 1. |
