FIX: You may receive a System.IO.FileNotFoundException exception when you browse a .NET Framework 2.0 ASP.NET Web application

SYMPTOMS

When you browse a Microsoft .NET Framework 2.0 ASP.NET Web application, you may receive the following exception:

System.IO.FileNotFoundException: Could not load file or assembly 'assembly_name, Version=0.0.0.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.

Note assembly_name is a placeholder for the name of the assembly that is randomly generated when the dynamic compilation occurs.
