SYMPTOMS

The government of Egypt announced that the winter time will start two weeks earlier for the year 2007. This is a special change only for the year 2007 to accommodate the start of the holy month of Ramadan on September 13, 2007. According to this change, the start time and the end time for daylight saving time (DST) for the (GMT+02:00) Cairo time zone are as follows:
  • DST starts at 23:59:59 on the last Thursday of April.
  • DST ends at 23:59:59 on the first Thursday of September.

A hotfix is available to change the start time and the end time of DST accordingly. This hotfix changes the start time and the end time of DST by modifying the registry. This hotfix is available for computers that run the following operating systems:
  • Windows XP
  • Windows Server 2003
  • Windows Vista
Note If you apply update 933360 after you apply this hotfix (update 940427), the time zone settings for Egypt will become incorrect. To apply update 933360 and update 940427 on a computer, use one of the following methods:
  • Install update 933360 first, and then install update 940427.
  • Install update 940427 and postpone the installation of update 933360 until September 28, 2007.

WORKAROUND

To work around this issue, follow these steps:
  1. Use the Time Zone Editor tool (Tzedit.exe) to set the new DST start time and end time for the (GMT+02:00) Cairo time zone.

    Note The Tzedit.exe tool is included in the Windows Resource Kit.
  2. Copy the registry changes that are made by Tzedit.exe to the registry on client computers by using a script or by using other tools.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Windows Vista Service Pack 1.

To configure a computer to adjust for DST automatically in Windows Server 2003, follow these steps:
  1. Click Start, click Control Panel, and then double-click Date and Time.
  2. On the Time Zone tab in the Date and Time Properties dialog box, click to select the Automatically adjust clock for daylight saving changes check box.

    Note To configure the computer not to change the system clock for DST automatically, click to clear this check box.
To configure a computer to adjust for DST automatically in Windows XP, follow these steps:
  1. Click Start, click Run, type timedate.cpl, and then click OK.
  2. On the Time Zone tab in the Date and Time Properties dialog box, click to select the Automatically adjust clock for daylight saving changes check box.

    Note To configure the computer not to change the system clock for DST automatically, click to clear this check box.
To configure a computer to adjust for DST automatically in Windows Vista, follow these steps:
  1. Click Start, click Control Panel, and then double-click Date and Time.

Microsoft Outlook calendar issue

In Microsoft Office Outlook, all calendar entries for meetings and appointments from September 6, 2007, to September 20, 2007, will be shifted by one hour. This is because the computer used the previous DST settings when these entries were added.

Microsoft could not release this hotfix earlier to avoid this issue because of the delayed official announcement that the winter time starts two weeks earlier. We recommend that you recheck the entries from September 6, 2007, to September 20, 2007.
