You receive an error message when you try to open a file or to save a file after you install Office 2003 Service Pack 3
On This PageSYMPTOMSAfter you install Microsoft Office 2003 Service Pack 3
(SP3), you can no longer open files that you could open before you installed
Office 2003 SP3. When you try to open these files in Microsoft Office Excel
2003, in Microsoft Office PowerPoint 2003, or in Microsoft Office Word 2003,
you receive one of the following error messages:
Additionally, after you install Office 2003 SP3, you can no longer save files that you could save before you installed Office 2003 SP3. When you try to save these files, you receive the following error message: You are attempting to save a file that is blocked by your
registry policy setting. Note To complete the troubleshooting steps in
this article, you may need access to a computer that can share files. For
example, you may need access to a computer that has a CD-RW drive, a floppy
drive, or a DVD-RW drive. Additionally, you may need access to a computer
that does not have Office 2003 SP3 installed.CAUSEThis issue occurs because Office 2003 SP3 blocks the ability
to open files and to save files that may pose a security risk. RESOLUTIONTo resolve this issue, use one of the following methods, as
appropriate for your situation. Method 1To resolve the issue when someone else created the file that you cannot open, follow these steps:

Method 3You can use batch conversion tools to convert multiple files to file formats that are not blocked by Office 2003 SP3.You can convert older Word files to the latest Word 2003 document file format (.doc) by using the batch conversion wizard in Word 2003.
