You create a new custom template (.stp) file to contain only the information and items that you want to be available for new sites and lists in a Microsoft Windows SharePoint Services 3.0 site collection. When you use the custom .stp template file to create a new page, the standard Web Parts are not available. Only the Web Parts that you added to the custom .stp template file are available.
To resolve this problem, apply hotfix 941422. This problem is fixed for custom .stp template files that are created from a site collection that is provisioned after hotfix 941422 is applied.
