How to troubleshoot Volume Activation 2.0 error codes in Windows Vista

INTRODUCTION

This article describes how to troubleshoot Volume Activation 2.0 error codes in Windows Vista.

Note This article is for internal Helpdesk personnel and IT professionals who are responsible for managing Windows Vista deployment.

Error code Error message Activation type Possible cause Troubleshooting steps
0xC004C001 The activation server determined that the specified product key is invalid. MAK An incorrect Multiple Activation Key (MAK) was entered. Verify that the key is the MAK that was provided by Microsoft. Contact the PA Call Center to verify that the MAK is valid.
0xC004C003 The activation server determined the specified product key is blocked. MAK The MAK is blocked on the activation server. Contact the PA Call Center to obtain a new MAK, and then install the system.
0xC004B100 The activation server determined that the computer could not be activated. MAK The key is unsupported. Verify that the key is the MAK that was provided by Microsoft. Contact the PA Call Center to verify that the MAK is valid.
0xC004C008 The activation server determined that the specified product key could not be used. KMS The Key Management Service (KMS) key has exceeded the activation limit. KMS keys will activate up to 10 times on six different computers. If more activations are necessary, contact the PA Call Center.
0xC004C020 The activation server reported that the Multiple Activation Key has exceeded its limit. MAK The MAK has exceeded the activation limit. By design, MAKs have a limited number of activations. Contact the PA Call Center to obtain a new MAK, or increase the limit on the existing MAK.
0xC004C021 The activation server reported that the Multiple Activation Key extension limit has been exceeded. MAK The MAK has exceeded the activation limit. By design, MAKs have a limited number of activations. Contact the PA Call Center to obtain a new MAK, or increase the limit on the existing MAK.
0xC004F009 The Software Licensing Service reported that the grace period expired. MAK The grace period expired before the system was activated. 0xC004F00F The Software Licensing Server reported that the hardware ID binding is beyond level of tolerance. MAK/KMS client/KMS host The hardware has changed, or the drivers were updated on the system. For the MAK, reactivate the system during the "Out of Tolerance" grace period by using online or telephone activation. For KMS, run the slmgr.vbs -ato command.
0xC004F014 The Software Licensing Service reported that the product key is not available. MAK/KMS client No product keys are installed on the system. Install the MAK product key, or install the KMS Setup key that is located in the Sources\Pid.txt file on the installation media.
0xC004F02C The Software Licensing Service reported that the format for the offline activation data is incorrect. MAK/KMS client The system has determined that the data that was entered during telephone activation is not valid. Verify that the Confirmation ID is entered correctly.
0xC004F035 The Software Licensing Service reported that the computer could not be activated with a Volume license product key. Volume licensed systems require upgrading from a qualified operating system. Please contact your system administrator, or use a different type of key. KMS client/KMS host Volume editions are licensed for upgrade only. Installing a volume operating system on a computer that does not have a qualifying operating system installed is not supported. Install a qualifying version of a Microsoft operating system, and then reinstall the volume operating system.
0xC004F038 The Software Licensing Service reported that the computer could not be activated. The count reported by your Key Management Service (KMS) is insufficient. Please contact your system administrator. KMS client The computer count on the KMS host is not high enough. The KMS count must be 25 or more. More computers are required in the KMS pool for KMS clients to be activated. Run the slmgr.vbs –dli command to obtain the current computer count on the KMS host.
0xC004F039 The Software Licensing Service reported that the computer could not be activated. The Key Management Service (KMS) is not enabled. KMS client The KMS host is installed, but the KMS host is not activated. Activate the KMS host by using online or telephone activation.
0xC004F041 The Software Licensing Service determined that the Key Management Server (KMS) is not activated. KMS needs to be activated. KMS client The KMS host is not activated. Activate the KMS host by using online or telephone activation.
0xC004F042 The Software Licensing Service determined that the specified Key Management Service (KMS) cannot be used. KMS client There is a mismatch between the KMS client and the KMS host. Verify that a KMS host is not trying to activate a client that is running a beta operating system or that you are not trying to activate a client by using a KMS host that is running a beta operating system.
0xC004F050 The Software Licensing Service reported that the product key is invalid. KMS, KMS client, MAK This issue may be caused by a typographical error in the KMS key or by typing in a beta key on a release version of the operating system. Install the appropriate KMS key on the corresponding version of Windows. Check the spelling. If the key is being copied and pasted, make sure that em dashes (—) have not been substituted for en dashes (-) in the key.
0xC004F051 The Software Licensing Service reported that the product key is blocked. MAK/KMS The product key on the activation server is blocked by Microsoft. Obtain a new MAK/KMS key, and then install it on the system. Then, reactivate the system.
0xC004F064 The Software Licensing Service reported that the non-Genuine grace period expired. MAK Windows Genuine Advantage has determined the system is not genuine. Follow the non-genuine RFM recovery guidelines in the Windows Vista Volume Activation 2.0 Step-By-Step Guide.
0xC004F065 The Software Licensing Service reported that the application is running in the valid non-genuine period. MAK/KMS client Windows Genuine Advantage has determined that the system is not genuine. The system will continue to run during the non-genuine grace period. Obtain and then install a genuine product key. Activate the system during the grace period. At the end of the grace period, the system will go into non-genuine RFM mode.
0xC004F066 The Software Licensing Service reported that the product SKU is not found. MAK/KMS client Volume media has been used together with a non-volume key. Match the product key to the operating system edition. Contact the PA Call Center for help.
0xC004F068 The Software Licensing Service determined that it is running in a virtual machine. The Key Management Service (KMS) is not supported in this mode. KMS host KMS for this operating system is not supported in a virtual machine. Reinstall the product outside the virtual machine environment.
0xC004F069 The Software Licensing Service reported that the computer could not be activated. The Key Management Service (KMS) determined that the request time stamp is invalid. KMS client The system time on the client computer varies too much from the time on the KMS host. Time synchronization is important to system security and to network security for many reasons. Fix this issue by changing the system time on the client so that it synchronizes with KMS. We recommend that a Network Time Protocol (NTP) time source or the Active Directory directory service be used for time synchronization. NTP and Active Directory use UTP time, and they are independent of time zone selection.
0x80070005 Access denied. The requested action requires administrative credentials. KMS client/MAK/KMS host User Access Control (UAC) prohibits activation processes from running at a non-elevated command prompt. Run the slmgr.vbs command from an elevated command prompt, right-click cmd.exe, and then select Run as Administrator.
0x8007232A DNS server failure. KMS host The system has network issues or DNS issues. Troubleshoot network connections and the Domain Name System (DNS).
0x8007232B DNS name does not exist. KMS client The KMS client cannot find KMS SRV resource records in DNS. Point the KMS client to the KMS host by using the slmgr.vbs –skms KMShostname command, install the KMS host, obtain a MAK, change the product key, and then activate the system. Then, troubleshoot DNS.
0x800706BA The RPC server is unavailable. KMS client Firewall settings are not configured on the KMS host, or the DNS SRV records are old. Make sure that the KMS port has access through the firewall on the KMS host, or make sure that SRV records point to a valid KMS host. Troubleshoot network connections.
0x8007251D No records are found for the DNS query. KMS client The KMS client cannot find KMS SRV resource records in DNS. Troubleshoot network connections and DNS.
