The government of the Bolivarian Republic of Venezuela has announced a change to the time zone for the country. This change creates a new time zone. This hotfix implements support for this new time zone by adding the new Coordinated Universal Time (UTC) -4:30 time zone for Venezuela in Microsoft Dynamics CRM 3.0.
This problem is fixed in Microsoft Dynamics CRM 3.0 Update Rollup 3.

When you change the Windows clients to the new time zone, clocks will move 30 minutes backward, from Coordinated Universal Time (UTC) -4:00 to UTC -4:30.
The name of the new time zone is Venezuela Standard Time. The display name of this time zone is (GMT -04:30) Caracas.
This hotfix also contains a change to the South America Western Standard Time zone. The display name of this time zone is updated from (GMT -04:00) Caracas, La Paz to (GMT -04:00) La Paz.
If you do not install this update, you will experience the following problems when you run Microsoft Dynamics CRM 3.0 in the (GMT -4:00) Caracas, La Paz time zone:
When you view appointments or tasks in the Microsoft Dynamics CRM Web client or in the Microsoft Dynamics CRM 3.0 client for Microsoft Office Outlook, the appointments and the tasks are scheduled 30 minutes before the actual scheduled time. Or, the appointments and the tasks are scheduled 30 minutes after the actual scheduled time.
In the service calendar in Microsoft Dynamics CRM 3.0, some activities and some resources are scheduled 30 minutes before the actual scheduled time. Or, the activities and the resources are scheduled 30 minutes after the actual scheduled time.
When you schedule resources by using the service calendar, the resources that are listed in the calendar are scheduled 30 minutes before the actual scheduled time. Or, the resources are scheduled 30 minutes after the actual scheduled time.
