After you install security update 943460 on a Windows XP Service Pack 2-based computer that has an Arabic MUI or a Hebrew MUI installed, English text may appear on the menu bars and on the Start menu

You install security update 943460 (MS07-061) on a Windows XP Service Pack 2 (SP2)-based computer that has an Arabic Multilingual User Interface Pack (MUI) or a Hebrew MUI installed. After you do this, English text may appear on the menu bars and on the Start menu.

This problem occurs because of a mismatched resource checksum between the Windows Shell component and the MUI.

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall the operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.

To resolve this problem, edit the registry to change the value of the following registry subkey: To do this, follow these steps:

1. Click Start, click Run, type regedit, and then click OK.
2. Locate and then click the following registry subkey:
   HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\MUILanguages\RCV2\shell32.dll
3. On the File menu, click Export.
4. In the File name box, type shell32, and then click Save.
   
   Note If you want to restore this registry key, double-click the Shell32.reg file that you saved.
5. In the details pane, right-click the 1 entry, and then click Delete.
6. Click Yes.
7. On the Edit menu, point to New, and then click Binary Value.
8. In the New Value #1 box, type 1, and then press ENTER.
9. Right-click 1, and then click Modify.
10. In the Value data box, type the following:
    0e c0 5f 13 6a be a4 25 6c 2f 74 59 0b e1 b2 3f 05 45 1e 21 24 a8 ac 71 65 75 3b fb bd 4e 76 34 41 8b d1 cc 4e d5 cb 29 af 92 35 19 ce 18 9f 5c
    Note In the previous example, type zeros (0) and not the letter "O."
11. Click OK.
    
    Note To verify that you have typed the correct values, follow these steps:
    1. Locate and then click the following registry subkey:
       HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\MUILanguages\RCV2\shell32.dll
    2. On the File menu, click Export.
    3. In the File name box, type verify, and then click Save.
    4. Use a text editor, such as Notepad, to open the Verify.reg file. The file resembles the following:

12. Locate and then delete the following registry subkey:
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\MUILanguages\FileVersions\LangID
    Note LangID is the language ID of the MUI that is installed. For example, the LangID for Hebrew is 040d. The LangID for Arabic is 0401.
    
    The following language settings are available.

13. Exit Registry Editor, and then restart the computer.
