SYMPTOMS

Cipher Block Chaining (CBC) encryption is not available in the Microsoft Windows Rights Management Services (RMS) client for Windows Server 2003.

CAUSE

This problem occurs because Active Directory directory service RMS can only use Advanced Encryption Standard (AES) 128-bit symmetric cryptography in electronic codebook (ECB) mode for content encryption.

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

WORKAROUND

To work around this problem, make CBC cipher mode available for offline publishing. Online publishing does not support CBC cipher mode.
