The Exchange 2007 Cluster Continuous Replication (CCR) setup process or the Microsoft Exchange Server 2007 Single Copy Cluster (SCC) setup process is unsuccessful if the replication of the computer account is not completed in the scheduled time

SYMPTOMS

When you run the Microsoft Exchange Server 2007 Cluster Continuous Replication (CCR) setup process or run the Microsoft Exchange Server 2007 Single Copy Cluster (SCC) setup process, the computer account for the clustered mailbox server is created during the setup process. However, the computer account is not created on a local domain controller or on the domain controller that is specified in Setup. The computer account is created on the primary domain controller (PDC) emulator. If replication of the account through Active Directory is not completed in the scheduled time, the setup process cannot access the computer account on the domain controller. Therefore, the setup process is unsuccessful.

When this problem occurs, the group or the resource is not in the correct state to perform the requested operation. Additionally, the following error messages may be logged in the Exchange 2007 Setup log file:
(Exception from HRESULT: 0x8007139F) ---> System.Runtime.InteropServices.COMException (0x8007139F): The group or resource is not in the correct state to perform the requested operation. (Exception from HRESULT: 0x8007139F)
[11/01/2008 12:54:47] [2] [ERROR] The computer account 'CMSNAME' was created on the domain controller '\\pdcemulator.domain.com', but has not replicated to the desired domain controller (domaincontrollerinsite.domain.com) after waiting approximately 60 seconds. Please wait for the account to replicate and re-run setup /newcms.
Note On an Exchange 2007 server, the setup process crashes. On a server that is running Microsoft Exchange Server 2007 Service Pack 1 (SP1), the setup process is successful. However, all cluster resources do not come online.

RESOLUTION

To resolve this problem, run the Setup process again with the /newcms option. WORKAROUND

Moving the PDC emulator to the local site often resolves the problem.
