The "Connect to a network" dialog box takes a long time to appear on a Windows Vista-based client computer that has many virtual private network (VPN) connections
On a Windows Vista-based client computer, you create many virtual private network (VPN) connections. In this situation, the Connect to a network dialog box takes a long time to appear when you perform one of the following actions:
Click Start, and then click Connect To
Right-click the network icon in the taskbar, and then click Connect to a network
When you click Connect to a network, Windows Vista must retrieve all the properties of each phone-book entry. Windows Vista retrieves all locations and all dialing rules for each entry. Therefore, the Connect to a network dialog box takes a long time to appear if many phone-book entries (connectoids) are present.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.
Phone-book entries contain the information that is required to establish a remote access service connection. A user or an administrator can use the Dial-Up Networking dialog box to create, to edit, and to dial phone-book entries.
