Error message when you use the Rich Text Editor in a SharePoint Portal Server 2003 Service Pack 3 Content Editor Web Part on a Windows Vista-based computer: "An error has occurred in the script on this page"

SYMPTOMS

When you try to use the Rich Text Editor in a Microsoft Office SharePoint Portal Server 2003 Service Pack 3 (SP3) Content Editor Web Part on a Windows Vista-based client computer, you receive the following error message:
An error has occurred in the script on this page.
Line: 3632
Char: 3
Error: Object expected
Code: 0
Url: http://site_url/_layouts/1033/htmledit.aspx
If you click Yes in this message, you also receive the following error message:
Cannot open the Rich Text Editor

CAUSE

This issue occurs because of an incompatibility between the Microsoft Office SharePoint Portal Server 2003 SP3 version of Ows.js and the version that is included in the Windows SharePoint Services 2.0 Rich Text Editor.

RESOLUTION
