After you install Exchange Server 2007 Service Pack 1, the Set-ExcecutionPolicy task causes an error message, and event ID 103 is logged

SYMPTOMS

Consider the following scenario:
You install Microsoft Exchange Server 2007 Service Pack 1 (SP1) on an Exchange Server 2007-based server.
You run the following command in the Exchange Management Shell:
Set-ExecutionPolicy AllSigned
You close the Exchange Management Shell, and then you open the Exchange Management Shell again.
In this scenario, you receive an error message that resembles the following:
There were errors in loading the format data file: Microsoft.Exchange.Management.PowerShell.Admin, C:\Program Files\Microsoft\Exchange Server\bin\Exchange.format.ps1xml : File skipped because of validation exception: "File C:\Program Files\Microsoft\Exchange Server\bin\Exchange.format.ps1xml cannot be loaded. The contents of file C:\Program Files\Microsoft\Exchange Server\bin\Exchange.format.ps1xml may have been tampered because the hash of the file does not match the hash stored in the digital signature. The script will not execute on the system. Please see "get-help about_signing" for more details..".
Additionally, the following event is logged in the Application log:

The local computer may not have the necessary registry  information or message DLL files to display messages from a remote computer. RESOLUTION
