After you move a mailbox from Exchange Server 2003 to Exchange Server 2007 Service Pack 1, you cannot edit rules in Outlook Web Access

After you move a mailbox from Microsoft Exchange Server 2003 to Exchange Server 2007 Service Pack 1 (SP1), you cannot edit rules in Outlook Web Access. When you visit the Rules page under Options, all the rules are unavailable. Double-clicking the rules does nothing. The Change rule button is also unavailable when you select one of the rules.

To resolve this problem, install Update Rollup 4 for Exchange Server 2007 Service Pack 1 (SP1) on the Exchange server. To work around this problem, save the rule in Microsoft Office Outlook. Then, you can modify the rule in Outlook Web Access.
