SYMPTOMSAfter you install Windows XP Service Pack 3 (SP3), third-party themes programs that were previously installed may not work as expected, or the third-party themes programs may cause errors. CAUSEThis issue occurs if a third-party theme program replaces the version of the Uxtheme.dll file that Windows XP installed. When you install Windows XP SP3, the Uxtheme.dll file is updated to the latest version. Other Windows updates may also update this file. RESOLUTIONTo resolve this issue, contact the third-party program vendor to obtain an updated copy of the Uxtheme.dll file that is compatible with Windows XP SP3. STATUSMicrosoft has confirmed that this issue can occur when you install Microsoft Windows updates that update the Uxtheme.dll file. This includes Windows XP SP3.
