Issue that the hotfix package fixes

This hotfix package fixes the following issue that was not previously documented in a Microsoft Knowledge Base article:

In Outlook 2007, the Time Zone Data Update Tool for Microsoft Office Outlook cannot detect a single-instance appointment that occurs on the day after the daylight saving time (DST) start date.
