When installing Windows Embedded CE 6.0 QFE on Windows Vista user gets error and QFE can not be installed

When a user tries to install Windows Embedded CE 6.0 QFE on Windows Vista machine, user gets the error and QFE can not be installed in the Vista machine.
"There is a problem with windows installer package. A script required for this install to complete could not be run"
1. Open command prompt window in "Administrator" mode
1.1: Right click on "Command Prompt" in Start > Accessories menu then select "Run as administrator"
2. Go to your folder where CE QFE MSI files are located in your Vista machine
3. Launch the MSI from the command prompt windows by directly typing the name of the file at command prompt.
This way the QFE installer will kick in and the QFE will be installed.
This solution is intended for Windows Embedded CE 6.0 running on Windows Vista machine. This problem does not occur in Windows XP.
