Error message when you try to add a delegate in Outlook 2007: "The Delegates settings were not saved correctly"

SYMPTOMS

When you try to add a delegate to the mailbox of another user in Microsoft Office Outlook 2007, the delegate is not added. Additionally, you receive the following error message:
The Delegates settings were not saved correctly. Unable to activate send-on-behalf-of list. You do not have sufficient permission to perform this operation on this object.
This issue occurs when the global catalog to which you are connected is not writable to the current user.

RESOLUTION

To resolve this issue, install hotfix 950485.

How to enable the hotfix

To enable the hotfix, you must add the IgnoreSOBError setting to the registry. To do this, follow these steps:
  1. Exit Outlook 2007.
  2. Start Registry Editor. To do this, use one of the following procedures, as appropriate for your situation.

    Windows Vista
    1. Click Start, type regedit in the Start Search box, and then press ENTER.
    2. If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
    Windows XP
    1. Click Start, and then click Run.
    2. Copy and then paste (or type) the following command in the Open box, and then press ENTER:
      regedit
  3. Locate and then click the following registry subkey:
    HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\Preferences
    If you use policies, click the following subkey:
    HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\12.0\Outlook\Preferences
  4. After you select the subkey that is specified in step 3, point to New on the Edit menu, and then click DWORD Value.
  5. Type IgnoreSOBError, and then press ENTER.
  6. Right-click IgnoreSOBError, and then click Modify.
  7. In the Value data box, type 1, and then click OK.
  8. On the File menu, click Exit to exit Registry Editor.
After you apply the hotfix and registry data, you can add a delegate that does not have write permission to the global catalog. When you do this, an informational message that resembles the following message is logged in the Application log to help track the event:
