FIX: A suspended orchestration instance is not resumed immediately in BizTalk Server 2006 if the orchestration contains a Delay shapeArticle ID: 951762 - View products that this article applies to. On This PageSYMPTOMSConsider the following scenario:
CAUSEWhen you try to resume an orchestration instance, a restart
message is inserted into that instance. However, BizTalk Server does not do

delivered in the future. Therefore, when you try to resume a suspended
orchestration instance, the instance is not resumed immediately. RESOLUTIONHotfix informationA supported hotfix is available from Microsoft.
