Consider the following scenario:
When you try to resume an orchestration instance, a restart message is inserted into that instance. However, BizTalk Server does not do this if the orchestration instance has messages in the queue. In the scenario that is described in the "Symptoms" section, the existing messages in the queue are timer messages that will be delivered in the future. Therefore, when you try to resume a suspended orchestration instance, the instance is not resumed immediately.
Hotfix informationA supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

File informationThe English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.

Note This hotfix inserts the restart message in the suspended queue when the instance is in a suspended state. When the instance that is in the suspended state is resumed, the messages that belong to this instance are moved from the suspended queue to the application queue. Additionally, the orchestration instance is started.
