Error message when you try to browse the SharePoint Web site after you perform an in-place upgrade from SharePoint Portal Server 2003 to SharePoint Server 2007: "Unable to get global configuration data"

When you try to browse the default SharePoint Web site, you receive the following error message in Microsoft Office SharePoint Server 2007: This issue occurs after you perform an in-place upgrade from Microsoft Office SharePoint Portal Server 2003 to SharePoint Server 2007.

Additionally, the following message is logged in the Upgrade log file: Note By default, the Upgrade.log file is located in the C:\Program Files\Common Files\Microsoft Shared\Web server extensions\12\Logs folder.

This problem occurs when the user account that is used to perform the upgrade has insufficient user rights.

To resolve this problem, run the stsadm command on the SharePoint Server computer. To do this, follow these steps:

1. Make sure that the user account meets the following requirements:
   • The account includes the dbcreator and securityadmin roles on the SQL server.
   • The account includes the db_owner role of the SharePoint databases and is the local Administrator on the SharePoint Server computer.
2. At a command prompt, type the following command, and then press ENTER:
   stsadm -o upgrade -inplace -url http://SharePoint_site_address -forceupgrade
