Error message when you try to convert an existing lead in some quick campaign responses to entities in Microsoft Dynamics CRM 4.0: "The requested record was not found or you do not have sufficient permissions to view it"

Consider the following scenario. In Microsoft Dynamics CRM 4.0, you create a quick campaign. Then, you receive some quick campaign responses. Next, you try to convert an existing lead in the quick campaign responses to the following entities:
Additionally, if the DevErrors value in the Web.config file is set to On, you receive the following error message:
Record Is Unavailable
The requested record was not found or you do not have sufficient permissions to view it.
Crm Exception: Message: Campaign With Id = 09a09a50-2a2d-dd11-b737-0003ff0cb68b Does Not Exist, ErrorCode: -2147220969
