SYMPTOMS

On a Windows XP Service Pack 3 (SP3)-based computer that uses the Jerusalem time zone settings, programs and files that are created by programs may display an incorrect time stamp.

CAUSE

This issue occurs when the computer is running Windows XP SP3 and when the current time zone’s Dynamic DST registry subkeys are in the absolute date format. The Jerusalem time zone uses the absolute date format. Therefore, the computer uses an absolute date format for the Israel Standard Time subkey.
