An appointment item cannot be opened by a CDOEX-based application if the item is saved by Exchange Web Service together with the Culture property in Exchange Server 2007

SYMPTOMS

In a Microsoft Exchange Server 2007 environment, you have an appointment item that is created by Exchange Web Service. For this appointment item, the value for the Culture property is "ja-JP" or "en-US." When you use a Collaboration Data Objects (CDOEX)-based application to open this appointment item, the item cannot be opened, and you receive the following error message:
8004011B: Unknown Error
Note In this error message, 8004011B means MAPI_E_CORRUPT_DATA.

RESOLUTION
