The MissingWebConfig rule in Pre-Upgrade Checker for Windows SharePoint Services 3.0 Service Pack 2 (SP2) lists the name of the computers and the Web site URLs that have missing Web.config files.

SharePoint Web sites do not function correctly without Web.config files. The output of this rule resembles the following:
[ForEach Web.config]
<WebConfig>[Path of the Web.config file]</WebConfig>
If the Web.config files are missing from the central administration site, copy the files from the %ProgramFiles%\Common Files\Microsoft Shared\Web Server Extensions\12\Templates\Admin folder. Or, copy the files from the %ProgramFiles%\Common Files\Microsoft Shared\Web Server Extensions\12\Templates\Config folder.

Note Pre-Upgrade Checker ships in Windows SharePoint Services 3.0 SP2. It is used to assess the server for potential upgrade issues when you try to upgrade to the next version release that supersedes Windows SharePoint Services and Microsoft Office SharePoint Server 2007.
