However, if you do this while you are running Windows in safe mode with networking, you receive the following error message: This installation is forbidden by system policy. Contact your system administrator. CAUSEThis issue occurs in all versions of Windows. The Windows operating system does not support the installation of any software while the computer is in safe mode.
