Sign out of all programs and services that require your Windows Live ID before you try to accept the TOS.
Make sure that you are using the correct user name and password.

Child accounts require parental consent.
If you still cannot accept the TOS, we recommend that you follow these steps to try to resolve the issue:
Clear your Internet cache and cookies. To do this, follow these steps:
Open Internet Explorer.
On the Tools menu, click Internet Options.
On the General tab under Browsing history, click Delete.
Under Temporary Internet Files, click Delete files.
Under Cookies, click Delete cookies.
Click Close.
Click Apply.
Close all Internet Explorer windows.
Try to sign in, and then accept the TOS.
Validate that the Date and Time Properties settings on your computer are accurate. To do this, follow these steps.
For Windows XP
Click Start, click Run, type timedate.cpl, and then click OK.
On the Date & Time tab, verify that the correct date and time appear.
Make the adjustments that you want, and then click OK.
For Windows Vista
Click Start

, type timedate.cpl in the Start Search box, and then press ENTER.
Verify that the correct date and time appear. If you want to adjust a setting, click either Change date and time or Change Time Zone, as appropriate.
Note A User Account Control window may appear after you click Change date and time. If this occurs, click Continue. To change the date and time, you may have to be an administrator on this computer.
If you make any adjustments, click OK to close the Date and Time Settings dialog box or the Time Zone Settings dialog box.
Click OK.
Validate and edit your Windows Live account profile. To do this, follow these steps:
Visit the following Microsoft Web site, and then sign in to your account:
Under Windows Live Account profile, click Edit your Account Profile.
Examine the Home Location area to make sure that your information is accurate and complete.
Click Save.
On the left side of the page, select Billing.
Click Go to Personal Information.
Validate that all personal information is updated and accurate. If it is inaccurate, click Edit Personal Information.
Click Save.
Try to sign in and accept the TOS.
If you still cannot sign in, we recommend that you delete your browsing history. To do this, follow these steps:
Open Internet Explorer, and then click Tools.
Click Internet Options.
On the General tab under Browsing history, click Delete.
Note If you have questions about how to delete your browsing history, click About deleting browsing history before you continue.
Click Delete history.
Click Close. Then, click Apply.
Close all Internet Explorer sessions.
Try to sign in and accept the TOS.
If you receive the "Application not found" error message when you try to accept the TOS, we recommend that you use another computer to sign-in and accept the TOS. After you have successfully signed the TOS agreement on another computer, you should be able to successfully sign-in on the computer on which you experienced the "Application not found" error.
