The ModifiedWorkflowActionsFile rule in Pre-Upgrade Checker can warn that the default WSS.ACTIONS file was changed. This file will be ugraded with a new version during the upgrade, and all modifications will be lost. Declarative workflow designers that use this file will not see added actions.Additionally, deleted actions will not be hidden. Here is a sample of the warning message:

The following files will be replaced:
<servername><location of wss.actions files on file system >

Important

We recommend that you note modifications in this file and reapply them after you upgrade. If the modifications are new action additions, we recommend that you move them into a separate .ACTIONS file.

Note The Pre-Upgrade Checker ships in Windows SharePoint Services 3.0 Service Pack 2 and is used to assess the server for potential upgrade issues when you are preparing to upgrade to the next version release of Windows SharePoint Services and of Office SharePoint Server 2007.
