On This PageSYMPTOMSOn a computer that is running Microsoft BizTalk Server 2006 R2, you use the Microsoft BizTalk Adapter for Siebel eBusiness Applications to send
messages from BizTalk Server to Siebel. However, the adapter works only
intermittently. Additionally, the following Error events are logged in the
Application log: Error event 1 Runtime Error: No connection could be made as target machine actively refused. Error event 2 Message could not be sent as target machine actively refused it. CAUSEThis problem occurs because the Runtimeagent.exe process
tries to exit but is blocked. This situation leaves the Runtimeagent.exe
process in a nonfunctional state. Because the Runtimeagent.exe process does
not actually exit, a new Runtimeagent.exe process cannot start and continue to process messages. RESOLUTIONHotfix informationA supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article.
