On a computer that is running Microsoft BizTalk Server 2006 R2, you use the Microsoft BizTalk Adapter for Siebel eBusiness Applications to send messages from BizTalk Server to Siebel. However, the adapter works only intermittently. Additionally, the following Error events are logged in the Application log:
Error event 1
Runtime Error: No connection could be made as target machine actively refused.
Error event 2
Message could not be sent as target machine actively refused it.
This problem occurs because the Runtimeagent.exe process tries to exit but is blocked. This situation leaves the Runtimeagent.exe process in a nonfunctional state. Because the Runtimeagent.exe process does not actually exit, a new Runtimeagent.exe process cannot start and continue to process messages.
Hotfix informationA supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article.
