A Non-Delivery Report is generated when you try to send a high priority message that is larger than 250 KB in an Exchange Server 2007 Service Pack 1 environment

SYMPTOMS

On a server that is running Microsoft Exchange Server 2007 Service Pack 1 (SP1), you can set the following value in the Edgetransport.exe.config file to control the processing for high priority messages:

"PriorityQueueingEnabled" value= "True"

However, after you do this, you cannot send a high priority message that is larger than 250KB. Additionally, a Non-Delivery Report (NDR) that resembles the following NDR is generated:

This message exceeds the maximum message size allowed. Microsoft Exchange will not try to redeliver this message for you. Please make the message smaller -- by removing attachments, for example -- and try sending it again, or provide the following diagnostic text to your system administrator.

CAUSE

The MaxHighPriorityMessageSize parameter controls the maximum size of a high priority message. The default value is 250 KB. If a high priority message is larger than the value of the MaxHighPriorityMessageSize parameter, the message is automatically downgraded from a high priority message to a normal priority message. However, there is a problem when the message is processed, and you receive an NDR.

RESOLUTION

Download and install Update Rollup 5 for Exchange Server 2007 Service Pack 1.
