SYMPTOMS

On computers that are running Windows Server 2003 or Windows XP Professional x64 Edition, you use the Background Intelligent Transfer Service (BITS) to transfer files. If these files are transferred on a high latency link, the transfer speed is very slow. For example, it takes 3 minutes to upload a 900 kilobyte (KB) file without using BITS. However, it takes 20 minutes to upload the same file by using BITS.

Note One example of high latency links is satellite links.

CAUSE

When BITS calculates the latency for a transfer on a high latency link, BITS selects a high interval. This high interval causes the transfer speed to be very slow.

RESOLUTION

A supported hotfix is now available from Microsoft. However, it is intended to correct only the problem that is described in this article. Apply it only to systems that are experiencing this specific problem. This hotfix may receive additional testing.
