VL Activation Interval not used from KMS host

A KMSCLIENT activation computer does not utilize the ActivationInterval sent from a KMSHOST and submits Activation requests based on the default schedule.

When a KMSCLIENT activation computer receives a response from a KMSHOST  and both of the following apply:

·         Does not have a sufficient count

·         Is configured with a non-default ActivationInterval

then the ActivationInterval will not be utilized by the KMSCLIENT.  Instead the KMSCLIENT will utilize the default setting of two hours. This behavior is by design as the KMSCLIENT activation is stored on the local computer, only when an activation attempt is successful; which requires the response to be from a KMSHOST with sufficient count.

Ensure that the KMSHOST computer has sufficient count.
