Error message when you start Outlook 2007: "Cannot start Microsoft Office Outlook Cannot open Outlook window"

SYMPTOMS

When you start Microsoft Office Outlook 2007 for the first time, you may receive the following error message:
Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe VBScript.dll to self register.
Then, when you start Outlook 2007, you may receive the following error message:
Cannot start Microsoft Office Outlook. Cannot open Outlook window

CAUSE

This issue occurs if the user names contain Unicode characters. When you run Outlook 2007 for the first time, Outlook does not translate user names that are stored as part of the user profile path in the registry from Unicode to ANSI correctly.

RESOLUTION

To resolve this issue, restart the computer.

STATUS

Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section.
